The Chapman Corridor Advocacy group is a grassroots coalition of Placentia residents united to protect the character, livability, and future of our community. We are committed to ensuring that any development along the Chapman Avenue corridor is transparent, responsibly planned, and reflects the voice and values of those who call this city home. In response to the Placentia Planning Commission’s aggressive rezoning proposal, we demand the reopening of meaningful community input and a complete restart of the planning process. Our mission is to advocate for thoughtful, community-driven development that preserves Placentia’s identity as “A Pleasant Place” – not an overbuilt urban corridor.

AUG. 12 PLANNING COMMISSION MEETING

Thank you to the 100 people who showed up last night at the Planning Commissioner meeting and with nearly 30 people who provided testimony against the CCRP in its current form. This incredible mobilization shows how we as the community within the impacted areas are united. Unfortunately, the Placentia Planning Commission did not take our community concerns and voices seriously and they voted 5-0 in support of their Chapman Corridor Revitalization Project (CCRP) without incorporating or considering requested amendments. Not one of the planning commissioners who voted for this plan lives in the impact zone. What's Next? Now the CCRP plan will go to the Placentia City Council for passage. The next city council meeting is scheduled Tuesday, September 2nd at 7:00pm. Our voices matter. There are mechanisms to address the lack of accountability and inaction from officeholders. Please write letters to your city council people and show up and speak up on September 2nd. Visit our website or contact us if you need specific information: https://www.chapmancorridor.org Our Position We want to be clear: this Chapman Corridor Advocacy Group is not against development, nor are we against seeking creative and responsible ways for the city to generate revenue. What we do want is timely, transparent, and ethical communications between Placentia city leadership and the broader community when embarking on large-scale changes to our city such as this CCRP. The notice that was sent just two weeks before the July 8th planning commission meeting sparked community engagement and response that was clearly lacking before. It's not too late for the city leadership to listen to the community and incorporate changes to the plan. Our Call to Action We believe that City Council must postpone their vote on the CCRP and put it back into planning. We need 3-6 months at minimum for meaningful community outreach and education and we want our input and amendments to be carefully considered and either incorporated or omitted with good reason in a transparent manner. We are working up a petition and we need your support in contacting your city council members now and spreading the word to your neighbors to show up to the next city council meeting on Tuesday, September 2nd at 7pm. Preserving Placentia's Identity
We are actively involved in mapping out the future of our community to ensure that the development aligns with the values and aspirations of Placentia residents. Our goal is to preserve the unique character and charm of our city while embracing progress and growth.

Community Concerns:

• The community values the small-town charm of Placentia.

• Residents were unaware of the rezoning plan.

• The Planning Commission public hearing saw significant opposition—over 100 attendees and nearly two dozen speakers voiced concerns.

• There is skepticism about previous outreach efforts due to lack of visible evidence and inadequate outreach.

 

Core Demands:

• Reopen the process for additional community input, including:

• Multi-lingual surveys

• Townhall meetings

• Establish development guidelines such as:

• Limiting new buildings to three stories

• Creating a community advisory board (including youth, elders, and tenant leaders)

• Implement anti-displacement protections, including:

• Just-cause eviction policies

• Right to return

• Mandated percentage of low-income housing

• Cultural and community safeguards:

• Cultural/historic preservation assessments

• Community impact reports and transparency in developer agreements

• Support for local economy and infrastructure:

• Local hiring mandates

• Micro-grants and loan funds for small businesses

• Improvements to parks, transit, lighting, and teen/community centers

• Youth and education support:

• School funding

• Youth programming

• Community empowerment:

• Participatory budgeting

• Resident-led development initiatives

• Housing priorities:

• Favor nonprofit or public-housing developers

• Include cohesive design standards

• Acknowledgement and integration:

• Review and consider advocacy group revisions and input for the CCRP
